Penguin Lieutenant - Metal

They say you shouldn't judge a book by its cover, but they also say evil is as evil does. A master manipulator, the Penguin is usually surrounded by violent henchmen who do his bidding without question. Most are petty street thugs, but some have a natural affinity for leading these cold hearted killers. The more adept thugs are promoted to Penguin Lieutenants and charged with the more delicate parts of the Penguins plans.
